It was fairly well discussed around the time of the 2015 direct award, the published GWR franchise brief at the time stated that most via Bristol services would run via the B&H; but on the original plans it would have happened in May 2017.

I'd have thought it was a fairly widely known future change.

If you want to find out about what GWR will be required to provide from December 2018 by way of last trains of the day, they can be found in the service level commitment, which you can download from this page

In the zip folder there are four pdfs - the December 2018 details are the one with the title starting 'greater western'

60103 is the BR running number that the the steam loco ex GNR1472 ex LNER 4472 ex LNER (1946 scheme) 103 carried ...
