im thinking of trying to make a loco for MSTS does any one know software i need any were i could get it from any info would be a big help

TGA Tools and a Graphic Program like paint but paint isn't the best to use.

That is just for (re)skinning. To make the actual loco, many people use GMax or something simular.

These may not be the latest versions but the creators of the software no longer offer it as a standalone application.
