What does it mean when a service on the forum (and other places as I imagine) is wrote as say 7L43 not sure what it stands for, and help?

You'll have to ask someone who uses TOPS/TRUST, however, 7L43 is only an excerpt of the full reporting number IIRC.

Not so much TOPS (unless seeing what train the loco/unit has been allocated to), but they are a big part of TRUST. The abbreviated common term (e.g. 2C90) will be displayed in the "results" of your enquiry, and the longer version will be in the detailed description.

What a bizzare request, why would anyone be interested in finding out the user guide that a TOC has produced for a system they are unlikely ever to get access to.

Because I'm interested in how they've implemented an IBM 3720 mainframe in a processing heavy commercial environment. Not that this is really any of your business.

I remember we received a request at work under the FOI act for some technical information on our train in the form of a report written by my department. It was denied by legal as being deemed a trade secret and business sensitive.

So I assume if the information requested has no sensitivity (such as this East Coast software user guide), there is no good reason to deny the request.

In general surely FOI wouldn't apply to Eurostar as it is a private company. That's why people are so keen to interrogate East Coast for stuff like WTTs while they are under government control.

There's no sign of any other TOCs playing the FOI game, because they are all exempt.

I don't know. The only reason I know about it is because we created the report in question and were consulted. Legal deal with all that sort of thing.
