RPIs on other TOCs trains

Had my ticket checked by a FCC staff member this morning, but whilst travelling on a Southern service. I'm sure one is obliged to show tickets to any member of railway staff per the NRCoC, but can any TOC's RPIs or employees go around checking tickets on whichever train they want? Presumably they can, but how common is it, and why would they?

Which service was it? Could it have been an FCC service using a set still in Southern's livery?

Was on the Wimbledon loop, but definitely Southern as it was a 455.

FCC are the lead TOC around the loop (apart from Wimbledon) so you can expect them to check your tickets.

FCC and Southern have agreements including Southern doing blocks at Elephant & Castle. (Seen it my self while working at the station).

I think the probable answer is that most of the London & SE commuter TOCs have local agreements to do this where there are overlapping areas.

I've been checked a few times by SWT RPIs travelling on SN services between Fareham and Southampton.

I have been checked by Southern staff on an SWT service somewhere around Havant, this was a few years ago when SWT ran from Barnham.

With regards to charging Penalty Fares, details about agreements between operators can be found in the Penalty Fares scheme documents. These were released under the Freedom of Information Act earlier this year. Full details can be found here, see responses from 13 February 2012 onwards.
