Is there anywhere I can find a list of information that displays TOC charges by Network Rail for certain units or stock per mile? (e.g I'm sure a 158 is around 12 pound something a mile)

It's a much smaller difference between a 91 and a 373 loco than between a 158 and a 175, which are the ATW options.

I wonder if Northern bidders will suggest alternatives to the 319s. A 4 car 319 will costed 31.2p per mile compared to 16.2p per mile for a 3 car 323 so doubled up 6 car 323s will only cost slightly more than a 4 car 319, with the 323s having 23m carriages and the 319s having 20m carriages.

It is a pity considering how they could have reduced the need for HSTs for electric diagrams, but I suppose they are probably better utilised with SNCF as they are now.

The difference in charges really is extreme as well :|
I make it £1.37 per set mile more than a 225 set, which I suppose isn't actually that much when you consider the number of passengers and the length of say... the Newarks.

It's worth remembering though that 323 are AC while all 319 are dual voltage, which adds to the weight I'd assume. Furthermore, 319s are capable of 100mph top speed while 323s are only capable of 90mph.

I think the future operator would rather save 1/3rd on the track access costs than boast about a 5 minute saving in journey time.

The 319s are also much more expensive to run than 377s both in terms of track access and other costs. Some people moan about Northern getting a high subsidy but then don't like new stock and Northern being linked because of Northern's subsidy.
