It is not as if they have a choice. TfL knew that, and their contempt for people who lost out shows it, year after year.
I mentioned it previously that they didn't even have the decency to admit that some people would be losing out badly, preferring to focus on spin fixated with how some people travelling in the peak would benefit.
I have to say as a public sector organisation I somewhat doubt their motives. TfGM are a bit crap - let's face it. They don't have the resources nor expertise to run the service we deserve and they frequently bugger it up / leave serious problems untouched in the long-term. But I've always gotten the feeling they are still trying to do what's right... rather than TfL who just want to make themselves (and their bloody Mayor!) look good. If the only way they can do that is by having you eat their sh*t and call it caviar then great.
