I note that from September, certain early morning and late evening trains along the North Wales Coast are scheduled to be substituted by RRBs on Mondays-Thursdays.

Does anyone know if this is to give more time for engineering work, or a re-arrangement of signal-box opening hours, or is there any other reason?

Engineering Work. This sort of this arrangement is nothing new and frequently happens for periods of a Timetable.

Might be the start of the resignalling project (Rockliffe Hall-Llandudno).
Usually the maintenance closures are during the winter months.

That makes sense, as it's the section from Llandudno Junction eastwards which is affected.
