Can someone shed some light on how FGW allocate drivers and guards for this Summer only service?

Do they just get the heritage railway staff to operate it?
If FGW run it, is it run by the Barnstaple branch line crew or not?
Are there any refresher ECS runs out of season to top up their knowledge?

On the FGW documentary last year they followed FGW driver training, and they did a lot of training on the okehampton branch line in winter.

That was skidpan training for recently qualified drivers so they would have a better understanding of train handling during leaf fall, not driver training.

The food put on by the station staff at Okehampton was excellent.

I did it a few years ago (purely coincidental and not planned!) and whoever guarded it was fully Avantixed up, so probably not heritage staff. Still got the ticket somewhere :D (Okehampton to Exeter Single)

Yes it is FGW crewed.

How (when) they do the route knowledge training I'm not sure, but it's certainly normal crew from my experience.

I remember watching that particular episode and thinking who's that tit they were interviewing on the train. ;)
