On the Scotrail website, I can buy a £16.70 anytime day single from Edinburgh to St Andrews Bus with the following itinerary on, say, a Wednesday evening:

Edinburgh 2308
Leuchars 0023

Leuchars station bus stop 0029
St Andrews Bus Station 0039

The 2308 is the last train of the day from Edinburgh to Leuchars, and (except on Friday and Saturday evenings) the 0029 is the last bus of the day from Leuchars to St Andrews.

My question concerns the scenario where the train is delayed by more than 5 minutes so that I miss that last bus. Would the "railway" get me to St Andrews?

Yes, since you hold a ticket to St. Andrews they would be obliged to not leave you stranded.

There is probably a local agreement that the bus will wait for the train.

Knowing the importance of the connection to St Andrew's to Stagecoach and Scotrail, and knowing the volume of people who make this connection, I suspect that the bus will wait for any reasonable delay. Otherwise, I suspect Scotrail would get to pay for your taxi.
