What train is this?

Sorry if this is a topic that doesn't belong in this section but, i dunno.

so longish story short, i was out trainwatching one night and i filmed this peculiar train passing by (I haven't seen another one since) and i was wondering what the heck it was.

Shouldn't think it was *that* rare, Scottish rails need some TLC too.

Often one stabled in Upperby Sidings in the south of Carlisle if working around the region. Seems to require a lot of maintainence inbetween workings, as often it's being tended to whilst stabled?

as the rmweb link says, it needs all the grinding wheels replaced frequently and the build up of cooled sparks removed. I bet there's plenty of other things wear quickly on a system like that

It is a C21 Rail Grinder built by Loram and used by Network Rail to grind the rail and reduce Rolling Contact Fatigue.

The one in the linked video is one of the name ones so it is either 79251 (C21 03) or 79241 (C21 02)
