They generally blank out number plates anyway. I have no idea why. Not just news, but documentaries, pretty much everything.

Probably because of innocent until proven guilty. The driver will be named if convicted but if not then has a right to privacy so if the number can ID the driver than it's entirely reasonable to pixelate it.

It is simpler than all that, it is just less trouble to blank the identity every time than deal with the occasional complaint or litigation. It will be a pragmatic decision, just easier.

When I was still serving, the social media policy for my force was that faces and vehicle registrations were blurred or obscured before posting anything. We all got very good at taking photos with things like speed guns or wingmirrors of our own cars in the way of the numberplates!

Most likely because the Taxi Driver could be identified by his license number. Identification of the person would be different from identifying a company.
