You were partly on the right lines with your previous answer. Bahamas I chose because it is well-known but not too obvious in the clue. I could equally have chosen Prestatyn or Southport as less exotic names! Any nearer?

I thought that I was on to it there, but Bahamas is a Jubilee and Prestatyn or Southport are Patriots, but they have one thing in common which was being built by the NBL, cant think who was renowned for making jam, (Womens Institute?). Base = Pier?

Having a stab at Wilmslow. WI is Women's Institute famous for jam, LMS is London Midland and Scottish Railway who built the Bahamas steam locomotive, and "low" can mean base. If this is right would never have got it without d9009alycidon and the Women's Institute, if it's wrong will have got it wrong all by my myself.
