Looking back at the OP's definition, I think I understand his wish to exclude frivolous "pop", but singers on his own list would surely acknowledge their debt to Aretha Franklin, or even Lulu? Spine tinglers for me also include Nanci Griffith, Joan Armatrading, and Maria McKee (Lone Justice and solo).

On the male side, Phil Lynott, Gary Moore (a great singing voice overshadowed by his more obvious talent on guitar), Donald Fagen, Neil Young, (leading also to Crosby, Stills and Nash), Curtis Mayfield, Jon Anderson, and the prize for the most unlikely survivor from the 70s with pipes intact, Glenn Hughes from Deep Purple, seen here singing like nobody in their late 60s should be able to....

I am not disputing that Aretha Franklin, etc. are / were great singers, but I feel that they would more accurately considered as soul, blues, or pop singers than as rock singers. Maybe someone here might like to create separate threads for other types of music? And I, for one, would include, for example, Dusty Springfield in a suitable category other than rock.

Stevie Nicks
Siouxsie Sioux
Morrissey (disclaimer: I know he's got really obnoxious views these days, and possibly always has had, and I'd never pay to see him live these days, but he's a fantastic performer and a great songwriter).
Michael Stipe
Delores O'Riordan
Suggs (superb frontman, very entertaining)
Gary Numan (his shows are the most Goth thing I've ever seen)
