I came ho me early in daylight and saw 60009 Union of South Africa minus tender at Watford Junc. There also looked like a low loader there. I saw on the internet that 60009 failed at Wolverton on the 22 Nov. A little surprised it couldn't be moved out at Bletchley. When was 60009 moved down to Watford?

It was en route from Wolverton to Southall when the loco failed again at Kings Langley on December 6. Due to the need to move very slowly it was then moved to Watford Junction. The Lincoln tour it was down for as a Duchess replacement was diesel hauled and Tornado may replace it on the York to Edinburgh on Sat 21st.
Loco has been moved back to Ian Riley's at Bury.

I'm booked on the Edinburgh Christmas Market tour this Saturday (21/12/19) and received letter from tour operator this morning advising 60009 will not be hauling this excursion. It is to be replaced by A1 60163 Tornado. No reason given and no refund offered as tour is still operating to same timings. Disappointed as wanted to ride behind USA on ECML before she's retired. Hoping for a speedy repair!

She was out yesterday on test at the ELR, so she may appear in the new year

According to http://www.railtourinfo.co.uk it took the Torbay Express from Bristol to Kingswear via Westbury and back on 8th September. However, that wouldn't have taken it anywhere near the A3.
