Pretty much all the examples here have platforms rarely used so I would assume it would count.Hadley Wood gets 400k, but it sounds like the middle platforms are rarely used, so might not count.

They are not timetabled to be used, but are fully useable. Same applies to Knebworth, though Knebworth’s fast line platforms do see more use.
To be fair I think the numbers for West Allerton were severely reduced due to the engineering works at Lime Street, so Cheddington may still have it.Seems Cheddington is not the lowest then...
