I've just bought a Freedom of Severn & Solent 3 in 7 at Basingstoke and was told my 26-30 railcard couldn't be used on it. (Other tickets I bought I was able to add my railcard to no problem.)

Is this true?

I would have thought you could use it. Admittedly National Rail is a bit slow to update and I don’t think any rovers show the 26-30 discount.
If the clerk couldn’t find the 26-30 discount, wasn’t there a rule where passengers could buy a ticket with a 16-25 discount and still be allowed to use their 26-30 railcard?

Where and when can I use my Railcard?
Your 26-30 Railcard gets you 1/3 off most off-peak rail fares to travel across Great Britain. There are tickets, time restrictions and minimum fares, so check below to help you plan:

Save on these types of tickets
Standard Anytime and Anytime Day Singles and Returns
Standard Off-Peak and Off-Peak Day Singles and Returns
Standard Super Off-Peak and Super Off-Peak Day Singles and Returns
Standard and First Class Advance*
Most Rail Rovers fares
Gatwick Express, Stansted Express and Heathrow Express
Oyster Off-Peak pay as you go Daily Price Cap and Off-Peak pay as you go single fares for journeys on National Rail, London Underground and Docklands Light Railway
Anytime Day Travelcard Zones 1-9 when bought as part of ticket to London from outside the London Zones area (Subject to minimum fare of £19.10)
PLUSBUS tickets
Some rail/sea journeys with Wightlink and Red Funnel Ferries to stations on the Isle of Wight, Hovertravel services to and from Ryde Hoverport, and Stena Line ferries to Republic of Ireland**
*These tickets need to be booked before you travel.
**Discount is only available on tickets as part of a journey from/to a National Rail station and on combined rail/sea journeys from/to Ryde Hoverport.

This "sort of" says you can.

Also if the discount can't be found in the TIS (Ticket Issuing System) the 16-25 railcard discount can be applied.

I don't know where you'll get a definitive answer.

Hmm. Guess I'll have to chalk it up to experience. I did think that it could be treated as a 16-25 as some systems haven't updated but it has been some months now.

I wouldnt chalk it up to experience personally; as you’ve been forced into paying a good £20 extra.
Head back to the station, politely question it showing the link posted by @father_jack, and if nothing comes to fruition, ask if there is someone higher up.

Seems to be correct. BRFares.com specifically shows "no fares available" if you search for the FOSS rover with a 26-30 railcard.

I've managed to use my railcard on returns and the Kenner Day Ranger as the ticket clerk used 16-25 instead but it's a bit of kick that he couldn't have also applied 16-25 on the FoSS too if he did it for the Kennet.
