Not as far as I know. Indeed in the middle of a national lockdown it is difficult to image who would be able to, other than Network Rail or SouthWestern Railway. As far as the public is concerned, we don't even know precisely what work is to be carried out on what date, so even if people could visit worksites, there's no way of telling which ones they should visit. There is a "railways of the isle of wight" facebook group which has island residents, and some railway staff, amongst its members. This might be the best place to look, but inevitably can't supply a complete picture.
