I think you're mistaking the maps showing service changes due to construction work, with the actual network map. Since last August, the Metro upgrade & construction work has either been affecting services north of Radyr or south of Radyr. In January during lockdown, all the Valley lines from Cardiff up through to Pontypridd and beyond were shut for upgrade work.Thanks for the links. Looking at those maps suggests the network ends at Radyr. I presume it is actually Cardiff Queen St, then street running into central Cardiff etc
There won't be any street running to Cardiff Central, the existing heavy rail Queen St to Central link will be used. The only on-street section will be a new short extension at the end of the Cardiff Bay line.
The map below shows the area in south east Wales that will be marketed by TfW as the 'Metro'.
Welsh Govt have taken ownership of all of the lines north of Queen St to the heads of the Valleys, and from Ninian Park to Radyr (the City line), and the Cardiff Bay line, and these are the lines that will be upgraded and get discontinuous electrification.
