(Bradford Telegraph & Argus) - Seven people in court caught on train without buying ticket

An interesting article from the Telegraph & Argus revealing some recent fare evasion court cases


Jamie Morris, 19, of St Anthonys Court, High Street, Snodland, Kent, was fined £220, ordered to pay £148.50 compensation, a £34 victim surcharge and £150 costs for, on February 12, 2021, at between Snodland and Bradford Interchange, not being in a designated compulsory ticket area, entered a train for the purpose of travelling without having with you a valid ticket entitling you to travel. Proved in absence.

Nicholas Carroll, 35, of Althorpe House, Wharf Street, Sowerby Bridge, was fined £220, ordered to pay £18.90, £150 costs, for, on November 12, 2020, at from Thorne North to Bradford Interchange, not being in a designated compulsory ticket area, entered a train for the purpose of travelling without having with you a valid ticket entitling you to travel.

Amina Grant, 18, of Caldene Avenue, Low Moor, Bradford, was fined £220, ordered to pay £21.40 compensation, a £34 victim surcharge and £150 costs for, on October 15, 2020, at Blackpool North station being a passenger on the railway, failed, on request by an officer or servant of the railway company, to produce and deliver up a ticket showing that your fare was paid or to pay the fare from the place whence your journey started.

Ben Peacock, 19, of Kershaw Drive, Lancaster, was fined £220, ordered to pay £17.60 compensation, a £34 victim surcharge and £150 costs for, on August 3, 2020, at Preston station being a passenger on the railway, failed, on request by an officer or servant of the railway company, to produce and deliver up a ticket showing that your fare was paid or to pay the fare from the place whence your journey started. On At Bradford Interchange, the defendant boarded a train without a valid ticket to travel or a promise to pay notice. At Bradford Interchange railway station there are ticket purchasing facilities available, these facilities were fully functioning. The defendant had failed to purchase a valid ticket to travel or obtain a promise to pay notice and entered the train and made a journey from Bradford Interchange to Preston. Upon arrival at Preston the defendant was issued with a Penalty Fare Notice for either £20 or twice the single fare, whichever is greater.

Hainadou Conteh, 22, of Sandford Road, Bradford, was fined £220, was ordered to pay £14.90 compensation, a £34 victim surcharge and £150 costs for, on September 19, 2020, for failing to produce/deliver rail ticket on request/give name and address. The defendant, having made a rail journey between Bradford Interchange and Manchester Victoria failed, on request by an officer or servant of the railway company, to produce and deliver up a ticket showing that your fare was paid or to pay the fare.

Fem Akin, 36, of Harrogate Road, Bradford, on December 16, 2020, was fined £220, ordered to pay £113 compensation, a £34 victim surcharge and £150 costs, on December 16, 2020, at Stevenage, not being in a designated compulsory ticket area, entered a train for the purpose of travelling without having with you a valid ticket entitling you to travel.

Lisa-Maire Roberts, of Gracey Lane, Bradford, was fined £220, ordered to pay £11.30 compensation, a £34 victim surcharge and £150 costs for, on October 7, 2020, for at Manchester Victoria station being a passenger on the railway, failed, on request by an officer or servant of the railway company, to produce and deliver up a ticket showing that your fare was paid or to pay the fare from the place whence your journey started. At Nelson the defendant boarded a train without a valid ticket to travel or a promise to pay notice. At Nelson railway station there are ticket purchasing facilities available, these facilities were fully functioning.

Is there a reason every case seems to have the set £220 fine when obviously some of the evasion is far more extreme than the other cases (Snodland to Bradford!), also I have no idea what the 'victim surcharge' covers?

This crops up from time to time. If I recall correctly (rather than searching for it), it is a standard fine and likely indicates that the person never showed up to court and was convicted in their absence.

£220 is precisely 50% of assumed weekly earnings (£440) where somebody ignores or does not receive the court papers, which require them to complete a means statement listing their income before trial.

The the fine is not for " fare evasion" , but travelling without a valid ticket. I my view they have all been charged with the same offence and have been dealt with in the same way

In fairness, I don't think there is a specific charge of 'fare evasion', so the newspaper's headline is a reasonable paraphrase.

They haven't.

Some appear to be worded as a Byelaw, others worded as Regulation of Railways, and one was to do with non payment of a Penalty Fare, so variety of offences.

All got the same sentence though.

One of them boarded at Blackpool North. Crikey you can’t normally get on a train there even if you’re booked to drive the damn thing.

I read that as being caught trying to leave a train at Blackpool North.

It reads that she was stopped at Blackpool North. Given her address and the compensation amount, I suspect she boarded at Low Moor.
