Coming back today? Non-stop to London for passengers with crew stops at Plymouth, Exeter and Temple Meads only. Hope it gets a better run than 1Z31

how on earth are there so many pathing allowances?
Because it's a one-off train, so it has to fit around all the other trains that normally operate.

It looks like it takes an unused path as far as Bristol Parkway (presumably one that would have been used by a Bristol 'superfast') and fits into a decent path down as far as Plymouth. Unfortunately, west of Plymouth there are 3 single line sections and the signalling headway is quite a bit longer.
