Basically, under NR CoC 13, it says that validity applies to direct services, along the shortest route or via any other Routeing Guide accepted routes (all subject to restrictions).
However, it then goes onto say "The easiest way to check for valid routes is to use the journey planner at www.nationalrail.co.uk. You can also check the National Routeing Guide which is available at data.atoc.org/routeing-guide or ask the Ticket seller when you buy your Ticket."
...and subsequently "INFORMATION: The National Rail Journey Planner lets you select any specific journey and allows you to include specific locations you wish to travel through. It will display valid Tickets for your chosen journey alongside the train times."
As noted before on the forum, there are anomalies between the two with ATOC sometimes being more flexible and NRE sometimes being more flexible. In the absence of anything definitive, presumably then tickets are valid if either ATOC and/or NRE permits the route?
In my case, there is a route which is definitely prohibited by NR CoC 13 including ATOC, but definitely allowed via the NRE Journey Planner. This may be because the route I'm thinking of is within 3 miles of the shortest distance, which I know used to be the rule but was then (inadvertently?! according to some other forum post) taken out of the Routeing Guide.
