Clapham Junction tannoy

I live about 500 yards away from Clapham Junction station, and am regularly awoken not by passing trains but by the tannoy on the London Overground platform which often has very loud announcements at 6am.

Is there any regulations about the volume of these announcements, or any stipulations on National Rail or Clapham Junction management to ensure that noise pollution is controlled?

Who should I contact about it?

There are a lot of stations where the use of announcements is restricted at certain times. Not sure who decides/enforces this but I suspect it may be the local authority? The UK Noise Association may also be able to advise.

You may be interested in this report, which refers only to Tube stations, but many of the principles will be the same for BR stations.

I would contact the council directly, if you feel that it is so loud, as other people in houses around you could be thinking exactly the same!

The station is managed by SWT, so you could try e-mailing them off a complaint and see if they will investigate it. Is it a manual announcement or an automated one? I am sure the volume can be altered from inside the station's control point.

Intrusive noise is normally dealt with under Envionmental Health legislation, monitored and enforced by the relevant Local Authority. There is no defined 'maximum volume', rather there is an expectation that industrial noise or any other nuisance noise does not exceed the 'background' noise level; this can also be determined by the Local Authority or by private acoustics surveyors and will vary over the course of a day/night. (There is also a EC recommendation based on a World Health Organisation report, that bedroom noise levels should not exceed a very low threshold but this has not been adopted by the UK.)

Most of the industrial uses, including railway noise, will be established uses and I've found that the legislation is more effective in controlling new developments and ad hoc outbreaks of nuisance. Planning "use classes" make these allowances, although they don't interface well with EH legislation!
However, there will be allowances made for necessary and normal railway noise, but in my opinion, Public Address announcements may be considered as falling outside the neccessary and normal railway noise and your local authority might be willing to investigate your complaint and to enter into a constructive dialogue with the station operator, with the hint of legal action to support their investigation and recommendations (if any).
I think its worth having that discussion with your Envionmental Health Officers.

(PS Don't use the term 'tannoy' in this context as it is a brand name of the Tannoy Company who probably did not supply the offending equipment)

There is a raft of guidance! Sadly I can't recall any referring specifically to automated platform announcements, but leave that to the EHOs. They have the training, qualification and experience in this field to select the most effective Standards to apply.

At the risk of sounding flippant, should you not expect such noise if you live near a station, and surely the drone of aircraft heading to Heathrow wakes you up too?

On a more serious note, there are guidelines for this kind of thing and as a guard I only blow my whistle late at night or in the early morning if it is necessary from a safety point of view. I'm not sure the residents next to Sunbury station would appreciate a full blast of the whistle at 1am tonight!

In the immortal words of Alan Partridge 'Tannoy is a brand' so unless you are certain that the public address system in operation at Clapham Junction is manufactured by Tannoy, please can you refer to it as a public address system (just messing, but I've been waiting years to say that after seeing it on Partridge).
