I figured it's partially related;

http://www.expressandstar.com/news/2011/11/07/all-sandwells-metal-drain-covers-to-be-replaced/

All of Sandwell’s 30,000 drain covers are set to be replaced with new plastic covers in a bid to crack down on metal thieves.

-- because it could mean a potential rise in rail thefts. Those stealing the manhole covers will look elsewhere.

I mean it make sense as a thing to do, if they're getting nicked, but it doesn't stop them just stealing other things.

Incidentally a scrap metal bloke stole my exercise bike; it was next to the garage being fixed; had only gone in for a cup of tea!

Is there anything we haven't discussed here yet?

I remember a few years ago a couple of councils said they might do the same thing with manhole covers.

Matters could be resolved very simply if the Law provided that a scrap yard caught with such material was imemdiately closed down, the owner sent to Prison along with those who had been involved, and the money from the sale of the assets put to recompense those whose property had been stolen, with the balance going to the local Council.

A crime will only be viable for the criminal as long as the consequences have little impact. That is how fare evasion on a massive scale on the New York Subway was cured. In that case they even had buses at stations which they used to processes the Offenders and away to jail with them within the hour so to speak.

Crime is directly proportional to Society's willingness to allow it to be tolerated.
