If you mean a thread by clicking the red 'Post new thread' button once you're inside the relevant subforum e.g. UK Railway Discussion. If you mean creating a new subforum then you can't, the moderators set them and occasionally change them with any updates being posted here: https://www.railforums.co.uk/forums/forum-information-announcements.64/
