If it is an out of court setlement surely they can charge whatever they think people will pay though there might be redress on grounds of abuse of process if the amount were truly absurd. It seems most settlements are way below what it would cost to go to court in any case as the costs then...

Exactly, basic ticket checks, gates and so on are part of the cost for everyone, RPIs, back office, prosecutors etc are only needed for the dishonest. I think the real objection here is people being allowed to pay 1000s to get out of fraud charges, not paying £150 becuse they got caught doing...
I'm amazed just how many people are basically trying to avoid saying that they believe fare evasion is ok and should have no real consiquence if you get caught. The costs being asked seem very low to me and it is most certainly reasonable to charge for the total cost of the investigation...

That is always going to be the case though, unless the steam railway services waits until the connections in both directions have been and gone. Is there any evidence that anyone has actually been left behind or just that trains have not stopped at an empty platform where no exit is possible?
I have to say if a guard tried that on me I would simply insist on waiting at the junction for the advertised later train. If they were stupid enough to try to force me back on the steam train they would be looking at a bill for any extra costs (and more likely me just refusing point blank)...
