    There must be a possession in place from at least Dawlish warren to the breach - there's an access point there for road rail vehicles near Langstone rock in the car park - it was used when the cliff work was done.

    As mentioned ice is not commonly the problem - steam engines (top of my head thinking) are like 'big bang' GP motorbikes - they deliver pulses of torque which allow some time per rotation for the driven wheels to grip - modern traction delivers continuous torque and a continuous problem.

    Totnes down has a nasty incline approached from a slow curve - not stopping there probably helps the driver keep momentum to tackle the slippery incline - Ivybridge is flat...more to do with making up time. When trains are 100+ minutes late dropping stops seems a bit of a token effort more...
