Network Rail do employ people off the street as well, look for operative positions. You will start on a good wage and they send you on the courses and train you to do the job. The apprentice scheme is great if you can afford to do it but for people with kids and a mortgage it would be very hard...
You will get a date for a medical and will have to pass that before you get confirmation on a start date, thats how it worked when I started 7 years ago. I was interviewed in Jan and started in the March.
