    Local buses do not need a tachograph. I believe a bus has to be 30 to be driven as a classic on a normal license but 40 to drive in London or Bath without CAZ/(U)LEZ. I don't know about long distance tachograph rules but a 25 year old bus will not be PSVAR compliant without heavy modification...
