I presume the idea is that the RVLR operates during the day and the freight trains during the night, so the same parties that would be party to any agreement about making changes to the timetable.

My experience has been that computational brute force is actually quite good at not being able to solve things. See if you phrase it as "giving up" it sounds silly. If you phrase it as "they find other things that they'd have more success/be paid more working on", it doesn't. Good luck with that.
