    As I'm understanding this, your son has admitted they did travel without a ticket, so in terms of whether or not he risked a penalty fare depends on whether or not the ticket machine was working when he boarded the train. If it wasn't then it shouldn't have been issued? I wonder if the TOC...

    Fair enough, although I wasn't suggesting the OP name someone else without their admittance, it was with the expectation that somebody would have come clean to the OP. Perhaps unlikely, but relationships are complex and maybe someone may come clean when challenged. Just one further point...

    What is this - pedant's corner? In order for the OP to have their name and (almost) address given to the inspector, the person travelling must have known them. So it is almost certain that the OP would know them. I cannot believe it is not helpful to at least be mindful of this aspect.
