There would also be the question of if it would be run directly by Greater Manchester Combined Authority or a concession. Let's not forget the Metrolink is run by a private company as part of a concession. As is London Overgound, the Elizebeth Line and Merseyrail.
Not too sure about that bear in mind it would require a "Bee Network" TOC to have their own stock and depot as well as drivers and guards. It works on Merseyrail however that is largely self contained with soon to be 1 type of rolling stock.
Realistically all that will happen is some trains will feature a Bee logo on them. It's nothing new really as we used to have the Merseytravel branded 142s and it wasn't uncommon to see 153s with Transport for South Yorkshire written on them especially outside South Yorkshire.

Slight correction from my previous post I was driving through Grange earlier today and I noticed both trains were still there at the derailment point with blocks under the wheels although the lights were on in the trains still.
