The Telegraph said:
Bosses at Tenterden Chamber of Commerce rigged up the lights on a tree on Saturday to test how they looked, and are going to add lights and decorations to nine other trees in the coming weeks.

The chamber's lights - worth £15,000 - mysteriously went missing last year and it has been raising cash to fund new sets of lights and decorations.

Resident Simon Abbott, 43, said: "It's still more than 100 days until Christmas and the sun is still blazing away.

"Nobody wants to think about the cold winter coming up - we want to enjoy the sun while it lasts not start thinking about presents, turkey and snow."

It doesn't say they're going to be turning them on other than for that test.
I don't see the problem with them putting up the lights now in preparation for turning them on closer to the time, particularly if those who put them up will be busy with other things at the time.

Theres a yellow house in Margate at the Westbrook end of the main sands that has decorations up all year round.

To be honest Im not all that fussed about christmas shops opening early - not everyone wants to face the horrors of getting cards and wrapping when it gets close to the season.

Here in Newport Pagnell the lights are put up by volunteers so they get put up when people have spare time. I've no problem with that. They need to be ready for the switch on and it is not possible/practical/sensible to just put them up the night before and hope they work.

Not a town or city but I was in the Fayre & Square 'Rookery Wood' pub in Crewe on August 30th and they had a Christmas Tree up by the entrance. :|

Some of the tree lights in Leamington are there all year round, but only turned on for Diwali and Christmas. Saves putting them up twice every year.

Hmm, I wonder if it's the need for something cheery as the autumn makes itself felt...

I've been living in Oxfordshire (well, now the bit that used to be Berkshire) for the last couple of years, and it's noticeable that quite a few of the towns have fairly major festivals at this time of year - St Giles's fair in Oxford itself; and two separate fairs along the main street in Abingdon on different weekends in September and October; and something similar on two different weekends in the market place in Wantage, too.

I'd like to think that there'd be definitely no chance of any Christmas lights etc going up in those places until the last of those fairs (in mid-October) is out of the way, but we'll see....

We've had a Christmas shop since July

http://www.bbc.co.uk/news/uk-england-cornwall-23372330

Climbing temperatures, which triggered a "level three" heatwave warning in the South West, have not put off the opening of a new Christmas shop.

The shop in Truro, Cornwall, will sell nativity sets, decorations and advent calendars.

Leased by Truro Cathedral, it will be opened later by its dean, the Very Reverend Roger Bush.

He admitted it seemed "a bit odd" to have a shop bedecked with Christmas items in the middle of July.

Truro Cathedral Shop, July 2013 The cathedral denied it was exploiting the commercialisation of Christmas
"We've had a successful Christmas shop within the cathedral for many years and we've found, oddly enough, that during the summer months when we get more visitors, people want to buy good quality Christmas products," he said.

"I know it looks a bit odd, culturally, to have Christmas things in the middle of perhaps the hottest time we've had for many years, but we do believe there is a demand for this."

The dean said opening a High Street shop did not mean the church was exploiting the commercialisation of Christmas.

"I don't think there's anything wrong in being commercial, but we've got to be very careful how we get our message across," he said.

"If there's a genuine demand for things and we can meet that demand, it's absolutely fine."

Totally different scenario, but one of my teachers has a Christmas Tree up all year round, with the lights coming on occasionally to!

The charity store I'm working at has a closet under the stairs for the private apartments above, where among other things we keep a stash of Christmas-themed items...

East Ham depot has a Christmas light display on the outside all year round, but it isn't on all the time.

You can imagine the meeting at the Telegraph:

"We need someone to write an article bashing PC Councils for banning Christmas and forcing us all to celebrate Winterval - stick in some stuff about health and safety gone mad as an excuse not to put up Christmas Trees"...

...penny drops...

"We need someone to write an article bashing Councils for being too keen to celebrate Christmas"
