Can someone identified this locomotive plaque?

(Sorry I should put on other tread Railway History & Nostalgia) My Uncle was send to work at Oil Refinery near Cape Town, South Africa learn skills for a month. He was invited one of his employment for a meal in his house shortly after he was return to UK. His friend show to my uncle this plaque was found at his father's previous house in South Africa around 1990's who is used to live in Strood, Kent but he was emigrant back to his nationality Africa country
He was not sure how this plaque got in South Africa maybe he brought home.

My Uncle show me this photo when he visit me at my house and I have not got a clue what locomotive is look like because there is no info on google. Is this locomotive was built in UK for send to South Africa?? or this train was resident in UK?
Are this is electric or battery or steam? I hope someone will know about this and any picture of this type train please share with me.

I Googled "English Electric Hawthorn Leslie 1936" and found this:

"LMSR 0-6-0DE no. 7079, shown here at Crewe South shed in 1936, was the prototype diesel shunter of this type built by Hawthorn Leslie with English Electric traction equipment and entered service in 1934. It was renumbered as BR 12002 in September 1949 and withdrawn at Crewe South mpd in June 1956which was followed fairly briskly by cutting up at Derby in the following September."

However, I'm pretty sure the plate on that photo says 1934 not 1936, which would fit with the date of the photo but not with the build date. A bit of creative Googling suggests either:

Several seem to have been loaned to the War Department during WW2, which may explain the international connection.

The GWR link also mentions Southern shunters 1-3 were very similar, but Googling those suggests they were built in the SR's works with no involvement from Hawthorn Leslie.
