Tornado on low loader on M4

Yesterday on the M4 near Reading I saw 60163 Tornado on a low loader heading west.
Anyone know where the loco was going from / to?

Unusual for Tornado to move by road. Normally it works light engine with its support coach to the start point of tours. I wonder if it was making a quick visit to somewhere non rail connected between tours or they simply couldn't get a path or find a crew for the move. I hope the loco hasn't broken!
