Found these:

http://www.brfares.com/#!fares?orig=BLY&dest=LNE

Given that I hold a print at home Eurostar ticket how can I buy them (if at all)?

What are the restrictions on the High Saver?

The Man in Seat 61 says that if you already have your E* ticket you should be able to buy the ticket to LNE from a station, although some stations may accept your E* booking confirmation as proof of your international travel. Otherwise, he suggests using Raileasy, as he says that loco2 now only sell the CIV tickets as part of a through booking from the UK to a foreign destination.

Unfortunately not: see the following from the Man in Seat 61:

A special set of fares exist between some 130+ UK towns & cities and a special destination called London Eurostar CIV. These are the special fares Eurostar adds to its own fares to sell its through tickets, and they are usually the cheapest way to add a UK train journey to your Eurostar booking. Fares to London Eurostar CIV are usually cheaper than the equivalent fare to London International CIV.

Unfortunately you can no longer buy these fares separately, as Eurostar closed its domestic travel office at Ashford in July 2016.

You can buy these tickets at a manned ticket office. You need to print out your Eurostar ticket, bring it with you and show it to the ticket vendor. Some ticket office staff reportedly refuse to sell them as they refuse to believe they exist, but that is not my experience. If this happens, just try another ticket office.
