Yes and Yes - But not necessarily both at the same time!

SOME of the Coach Js (First Quiet / buffet) have sockets, and some don't.

However VTEC sometimes hire a set in from EMT (especially during the Lincoln diverts) which doesn't have sockets.

I believe the one they "bought" from them does after the refurb, but as you say, the ones they hire that are still EMT coaches does not in Standard, but does in First.

The EMT hire-in rake (NL64?) is EMT specification, as opposed to the long-term hire that was converted to EC spec.

The EMT set, is that the one they use Kings X to Hull (or did) not sure if they still do? I caught it in May from Peterborough to Hull, I sat in standard class near the buffet and don’t recall sockets. It was in VTEC livery with EMT power car I seem to remember.

They use different ones depending on availability but normally have the same set for a period of time.

The cynic in me says they have the one that’s the most knackered at the time. Whenever I have seen it both power cars have been throwing smoke out something rotten, far more than the other EMT ones do so I guess EMT let them have the worst ones.

These were the sets that VTEC claimed, at the time, were hired to cover services being refurbished.
