What is this track used for? It seems to end next to the Sky building.

Indeed. It was formerly the Brentford Town branch of the Great Western. Most notably for enthusiasts it was used for passenger trips on the Steam Railmotor (basically a Steam Multiple Unit) from the Didcot Railway Centre a couple of years back on "Great Western day"!

When you go over the line on the Piccadilly line you'll often see a freight train loading up with what looks like sand. Just after leaving Boston Manor heading towards Hounslow you go over a bridge which carries the Piccadilly line over the M4, the River Brent and then the line in question. If you look to the left hand side you see a big pile of what looks like sand and there is often a train being loaded up down there. There is an aggregates place which I assume whatever they do is what the trains are carrying loads/unloads there.

There are two active freight terminals at Brentford.

SITA waste transfer station - combined with Northolt, sends trainloads of waste containers to Severnside.
Days aggregate - receives trainloads of different grades of stone and sand for local road distribution. Hopper discharge, shed at north end of a siding which runs alongside the storage bins.

Many years ago, the scrap yard used to send traffic out by rail.

It’s worked by a staff and ticket system from TVSC at present which is at odds with the digital railway!

Why? It's actually quite a sophisticated if old fashioned manual single bit digital authority system. Presence or movement on the single line is only permitted with possession of the physical 'token' or a directional paper proxy for it the form of a ticket.
http://www.businessdictionary.com/definition/digital.html
Information science: (1) Finite, discontinuous phenomenon (such as an on, or off, light bulb) as opposed to infinitely varying and continuous analog phenomenon (such as brightness of the sunlight during day).
In this scientific sense all conventional signalling is digital already. It is not all electronic, communications or processor based clearly, but digital it is emphatically. 'Digital' in business has become somewhat of a buzz word however:

Always like the Bridge over the Grand Union it's like a 2 level bridge with a road and rail crossing the canal at the same point.

Is getting passenger services on this line by 2020 likely or possible? I see this article but is it really a possibility?

Brentford-Southall rail link remains on track, with new £1.8m investment planned
The new service would connect the Golden Mile along the A4 with the new Crossrail station at Southall

A new rail link between Southall and Brentford remains on track, after councillors backed a further cash injection.

Three passenger trains an hour would run on an existing freight line, linking Brentford with the planned Crossrail station at Southall, under the proposal being championed by Hounslow Council .

A new station would be created at Transport Avenue, Brentford, close to the GlaxoSmithKline and Sky offices, and this could in due course be connected to Brentford station.

Members of the council's ruling Labour group agreed at a cabinet meeting on Tuesday (September 20) to push ahead with plans for the new rail route.

The council had already committed up to £750,000 to draw up detailed designs.

Cabinet members approved plans on Tuesday to identify £1.8m for Network Rail to complete a more thorough review of the logistics on the council's behalf.

'High value for money'
A report by Mark Frost, the council's head of traffic and transport, said initial studies had shown the project was "technically viable" and represented "high value for money".

Mr Frost's report states that £1.35m of "section 106" money from developers is already available and it may be possible to secure additional funding from other sources including Transport for London (TfL).

getwestlondon reported earlier this year how the council believes the new Brentford-Southall link could be running as soon as 2020.

The council is also keen to connect Hounslow station with the proposed HS2 hub at Old Oak Common, in Shepherd's Bush , though that is unlikely to happen before 2026.

Rail link could create new jobs along Golden Mile
The proposed Brentford-Southall rail link is part of the council's drive to regenerate the so-called Golden Mile, a corridor along the A4 which was once renowned as a thriving industrial hub.

It announced plans in 2014 to create 30,000 new jobs and build 1,600 homes in the area, restoring the sparkle to what was one of the borough's gems.

The council claims the new railway line would increase by half the number of working age adults able to access the corridor within an hour via public transport, making the Golden Mile a more attractive proposition for employers.

If connectivity - that fashionable transport buzzword - is Hounslow Council's objective, they should consider building a new eastward spur across the A4 to the Hounslow Loop and becoming part of the proposed West Orbital Line to Hendon. A combined through route like that would provide far more connectivity.

This isn't impossible, but would entail a hefty bridge over the Great West Road and the demolition of a large building on the south side of the road, making it quite expensive, and a fairly fearsome grade to get down to the level of the Hounslow Loop line.

As you exit the M25 anticlockwise and join the M4 westbound there is a railway line briefly visible on the left hand side.

Is this the same line?

No, that’s the branch to Colnbrook Oil Terminal.

Days Aggregates also takes in a weekly train of bottom ash from the Energy from Waste plant at Newhaven on the south coast, which is used to manufacture breeze blocks and used in other construction materials.

If they do want a passenger service they'll need to spend money on the track at the southern end of the branch as it is in a poor state.

Also think the platform at Southall also would need work doing to it.

Would it once have gone as far as The Thames when walking around Brentford it looks like an old railway bridge used to go across roads South of the A315.

As I'm retired with loads of spare time. I'll visit the area in the next few days. Would an underpass be an easier option?

Yes it did, to Brentford Dock. Traffic transhipped from the river was the original reason for the line being built.

I had walk around the area today. I don't think my suggestion is at all workable, at least not within sensible financial boundaries. It would turn a modest project into a mega-expensive one. I was surprised to find still in place on the north side of the road the embankment on which the line ran.
