Ermm it does say CV with 2 page cover letter on the job posting?

2 pages (A4 by default) seems rather excessive.
Ah but on tfl website most jobs wants a 2 page covering letter , not too sure

2x A4 pages for a cover letter is very common for TfL, as the application will often consist of little else apart from a CV, a few screening questions, education/employment history and diversity questionnaire.

The assessment process varies according to the role. It won't be covering letter only - you also need to submit a CV and fill in the application form.
In all cases, you can expect to undergo online literacy and numerical assessments before going for an interview. Similar tests are usually done in person further down the process as this filters out the people who (pointlessly!) get others to do the online tests for them.
