Monaco currently charges 199.00EUR for an annual ticket for all of their buses in the entire country (although there is only one train station so it's not valid on any trains). It seems rather cheap. I know that Monaco is tiny but i would have though that tickets would be much more expensive in such a wealthy country full of tax evaders and other dodgy people.

I would think a country of rich people is more likely to have cheap tickets. Rich people, I guess, are more likely to drive, or use taxis when they can't drive, so it wouldn't be heavily used in the first place. If the country is wealthy it would be more able to subsidise public transport, as seen in the case of Luxembourg which was recently mentioned on here regarding making its public transport free.

Not sure why you have the impression that Monaco is full of tax evaders or dodgy people. I bet there are more tax evaders in the UK than in Monaco (even as a proportion of the population). Monaco has high VAT and very high corporation tax. I'm certain that there is not a single income tax evader in Monaco, since the rate is 0%.

1.those for LIE and LUX are for all public transport, LUX will be free from 1/3/20. CH is for all pu.tr. untill last village-not into the expensive mountain lines and postal buses over passes etc require supplmts.
The one for DB is NOT for each and any line-some age-old ''private''lines are still exempt, as are the mtr gauge lines in old DDR-where they were included in the national system then. DB includes LOCAL pu.tr in 120 cities.
In BE and NL you can ad for a small sum buses/trams, about like in IE.
2.In ISRAEL a monthly all-lines is 900 ILS (about 222 eur), fine fairly small network with good frequencies. TR had a TrenTurKart, replaced fairly recently with somehting that excludes the local suburban lines in the 3 big cities (these applyy local fares) and a ltd. nr only on HS. I think also Taiwan (only for non-HS TRST), PT and BG have monthly tickets. PL has one for PKP OR PR, PKP (intyercity) is 1500 PLN/month.
3.note that various countries want you to subscribe for at least 3/6/12 monthes, f.e. in NL and AT it is for a whole year. Only the all-day network in NL is for a higher price available for 1 month.
4.about FR; tipically FR monthlies are only available if you indeed work/study there and then only in the regions where at. Companies larger as x workers have to pay a special tax to subsidise that. Other countries grant workers copious tax-discounts on travel-expense. That f.e. members of parliament get such a pass is also common in many countries-and in some also for journalists-probably also a relic of the past. LOcal urban busvfares in FR are tipically always fairly cheap-mostly under 2 eur and even <1 eur is common. Those MON monthlies are for the lowly paid workers from abroad to reach their jobs/work-homes from the t\rich-simple logic thinking. The same applies f.e. to LA in the US: transit is for the poor. Traditionally East-EUR has always had very low pu.tr. fares.
5.another much more interesting thing for the visiting tourist is if daypasses are avilable or shortterm: NL, LU, CH (online only) have them country wide, as does IL.

Am I right in thinking that those tickets are only available to permanent residents of the Isle of Man? Also the services do not run all year (although they have a pretty respectable season).

The IoM Department for Infrastructure's website does not state so. Just fill in the form and bring a picture (or do it online) and you will get one when it's done.
But I think you would have to spend some time on the island for it to be worth it, considering a 7 days "Go Explore" (i.e. all IoM Transport services) costs £50.
