The DfT has said it plans to roll out the scheme across the country by 2020.

Consumer watchdog Which? has welcomed the move.

Alex Hayman, managing director of public markets, said: “The proposed pay-as-you-go system could go a long way to making train journeys simpler and improving passengers’ experience – the industry, government and regulators must ensure the full benefits of smart ticketing are realised as soon as possible.

“It is vital that automatic compensation is included in this rollout so that passengers no longer have to jump through hoops to get the money that they are owed.”
Since this announcement, details of the scheme have been leaked.

In order to facilitate journeys such as Penzance to Wick, passengers will be charged a minimum fare of around £100 when tapping in, and the maximum fare from stations such as Penzance will be £200 if passengers fail to tap out.

The price of all single fares will be half the return fare, with no fare rises whatsoever. This will be revenue neutral because the vast majority of passengers already buy returns. Any lost revenue for single fares would be more than made up for by increased patronage.

Passengers will either need to use contactless cards, or Scallop cards, which is an evolution of the Oyster card for nationwide travel. The deposit will be £100 to take into account the possibility of people making long journeys and failing to tap out.

Automatic delay compensation will be applied to all delayed journeys. This will be detected by passengers tapping out a long time after their train should have arrived, and will be cross-referenced against train running records. Missed connections will be taken into account as it will be assumed that any passenger whose connection became less than the official minimum did indeed miss their trains and it will be assumed they did not run for the connection.

All fares will be deemed as off peak unless the card is tapped in between 0630 and 0930, in which case the entire journey will be deemed peak, as with Oyster. Any passengers who wish to break their journey into peak and off peak will need to tap out and back in again. This is a huge benefit to passengers as it will increase fitness levels as passengers dash for readers at the first off peak station.

So, what's going to be the next April Fool?

I'm guessing either of these:

  • Oyster gets extended to Virgin Trains all the way to Glasgow. Other operators to follow soon.
  • HS2 would be coming within a month, all the way to Scotland.
  • Supersonic small jets will be coming from London Terminals to anywhere in Europe.
