Groupsave question

I have a question about groupsave: From Shrewsbury to Birmingham New Street, this groupsave ticket (from BRFares.com; £10.25 each) seems to have route Any Permitted but when I try to search on National Rail enquiries or the West Midlands Railway site for 3 or more people it only gives this ticket for the West Midlands Railway trains and not the Transport for Wales trains which run on the same route. Anybody know why this is? And would this ticket be valid on Transport for Wales trains? It should be given that it is routed Any Permitted and these are direct trains. And if there are no restrictions stated on the ticket, it should be valid on either West Midlands Railway or Transport for Wales. Anyone know the answer?

Transport for Wales only accept GroupSave as part of a through booking with another operator.

The terms and conditions say:

"Services operated by the following Operators as part of a wider journey and not solely on:
London Underground/DLR, Stansted Express, Transport for Wales"

Whether you want to extend the ticket a station or two to make it a "wider journey" or change at Wolverhampton onto another train, or argue that Any Permitted is Any Permitted and therefore overrides the GroupSave restriction (as some other people have claimed on this forum before) - YMMV though!

TfW would prefer you buy their own group tickets, but... they don't seem to be available on this flow.

Here is a TfW only route groupsave ticket for £9.90 but I can't find any booking site offer this ticket.
