Is there a TOC that doesn't meet XC?

Admittedly, I have only thouht for a few minutes but I can only think of C2C.
South Eastern perhaps?

Is there a TOC that doesn't meet or connect to / serve or pass through a station that another TOC also uses?

Although a subsidiary, I don’t think GatEx meet XC at all
Used to when GEx was its own TOC and the previous incarnation of XC ran to Gatwick. Actually, in 'old XC' days it ran to Ramsgate so would have run cheek-by-jowl with South Eastern.
TfL Rail will, eventually, meet XC at Reading when it extends that far.

Regarding subsidiaries and brands, it could be said at a stretch that in Operation Princess days, Intercity XC met the Island Line franchise when they used to run to Portsmouth Harbour.

Obviously, the ferry provides the link across the Solent.

Also, going back to the very first rounds of franchising, I am not sure if the present day Manchester Piccadilly - Cardiff Central via Stockport, Shrewsbury, and Hereford was the former Regional Railways North West or Wales & West (I think RR W&W became Wessex Trains if I remember right).

I am aware that Intercity Great Eastern did not meet what was to become the Virgin XC, as it was a simple route with traditional Intercity trains between London Liverpool Street and Norwich.

Anglia Railways would have met Virgin Cross Country at Basingstoke during the brief days of the Ipswich-Basingstoke "Crosslink" service. (And would've shared track briefly at Acton Wells Jn with the XC Brighton service / crossed over Guildford/Portsmouth services at Farnborough/North Camp)

Think there is only Island Line and maybe Merseyrail if XC doesn't serve Lime Street or Chester

The only other one I can maybe think of is London Overground

Also Island Line
GX is operated by GTR who meet CrossCountry at places such as Ely, Cambridge, Peterborough.

Island Line is operated by SWR who meet CrossCountry at Reading and along the Basingstoke - Bournemouth corridor
Northern Ireland Railways, its still United Kingdom. :lol:
True, though when the OP specified "TOC", I assumed they meant National Rail TOCs ;)

There are 22 of these (including XC) listed in the Ticketing Settlement Agreement, and the majority do meet XC.

They could mean TOCs operating in Great Britain in which case Eurostar would count, or they could mean TOCs in the whole UK in which case Tramslink would also count.

The only other one I can maybe think of is London Overground

Overground of course used to meet XC at Kensington Olympia.

And Merseyrail met VXC pre-May 2003 at Lime St.

Yes, London Overground existed since November 2007.

The current CrossCountry franchise also started November 2007 and operated Brighton services via Kenny O until December 2008. So they used to meet.

If we're stretching that far we could add IR for the (non-Enterprise) Newry-Dublin services.

Alphaline was under BR used for many 'Express' routes inc North West/-Anglia. It meant the train had catering, payphone & air-conditioning. Basically just a 158. I think it was dropped over time by all but South Wales & West, later just Wales & West then Wessex.
