Does the superjet have a fuel dump capability? A lot of smaller types don't as there max landing weight isn't too far off the MTOW

Even some larger aircraft don't have fuel dumping capability. It depends on the specification as for example some Boeing 777s have a fuel dumping system and other don't.

I wonder if something extreme like severe restrictions on permissible amounts of hand luggage, or even locking the bins shut during take-off and landing may be necessary...

The amount of carry-on luggage is becoming an issue. I remember 30 years ago, people just carried hold-alls or ruck sacks on planes. Now they seem to carry those in addition to proper (if not small) suitcases. So much that I've been on recent flights where the overhead lockers were literally full to capacity of suitcases and people were being told to put hold alls and ruck sacks under the seat in front of you. Perhaps we've gone too far with the charging for hold luggage and start to encourage the use of hold luggage again to improve on board safety.

Yes, the whole luggage thing has gone mad - I think the EU should legislate that one 23kg piece of hold baggage must be included in any fare and level the playing field.

It's universal on low-cost airlines to see the people near the back of the queue having their bags tagged for removal, for which they don't charge but obviously you have to wait at the other end to get it back. Except on Ryanair since they changed their policy last autumn, when priority boarding became a de facto charge for taking a bigger bag.

But I don't think the size of the bag as such is the safety issue - taking even a small under-seat bag in an emergency endangers the person concerned and others.

Much less so, because they won't be standing blocking the aisle for vital seconds if they decide to take it with them.

Investigation has published initial investigation details, the plane was attempting to land while 1.6 tonnes over its max landing weight, on the first it made a three point touchdown at 2.5g and bounced 6ft for 2 seconds, on the second it landed purely on its nose gear at 5.85g and bounced 18ft, the 3rd touchdown didnt produce reliable sensor data but was in excess of 5g and it was this impact where the superstructure failed.

The descent was stable but when it went below 1100ft five windshear go around warnings were played, as the plane went below 260ft it began to dip too low and at 160ft a glidepath warning was sounded. The pilots increased throttle increasing air speed from 155-160 knots to 170 knots and made several wild alternating extreme pitch adjustments.
