Liverpool Street to Paddington 6th July 2019

I need to get from Liverpool Street to Paddington on the 6th July. The obvious solution would be the Sub Surface lines from Liverpool Street to Paddington, but the journey planners seem to suggest that the Hamersmith and City isn't running so I imagine the circle line will be even busier. Is there a better alternative? I'll have a small bag with me, I have about an hour from train arrival to train departure, I am good with stairs etc.

As the Circle Line is running normally, I would take that.

The trains may be a bit busier than normal, but as it is a Saturday, they shouldn't be crush loaded.

Who knows, TfL might even do something helpful, like run extra trains on the Circle Line.

A possible alternative route is to take the Central Line from Liverpool Street to Lancaster Gate, which is within walking distance of Paddington.

Given the integration of the H&C and Circle these days, I'm surprised if the H&C being messed up doesn't have implications for the Circle too ... but maybe it'll just mean that the Circle runs as the Circle again (always much easier for travellers to get their heads round, not to mention saving hassle at Edgware Road). [Yes, I know there are operational disadvantages!] If the Circle does run straight round, then of course you just get to a different - and often more convenient - access into Paddington.
But to avoid the possible Circle hassles, if not wanting to have to walk the - not perhaps obvious - route from Lancaster Gate, then Central to Oxford Circus, and Bakerloo to Paddington, is perfectly sensible. Especially if you get on the front end of the Central train at Liverpool Street, to speed the switch to the N/B Bakerloo at Oxford Circus.

Assuming the sub surface line is running and you just miss a Circle line service, catch a Met line and change to the Bakerloo at Baker Street?

Why can't the Hammersmith and City line run as far as Moorgate? This is what gets on my nerves with TfL, when there's engineering works they lower the frequency for the whole line. Result? Crammed trains.

No trains available from either Barking sidings (usually 10) or Upminster depot (usually 3) because of the engineering work.

Hammersmith can only hold 13 trains.

If there are only 13 trains available surely that isn't enough to have a 10-minute service both ways on the full Hammersmith-Circle loop? Doesn't it take a dozen trains just to maintain that frequency on the actual circle, without the extra running time for Hammersmith - Edgware Rd? Or do they tuck some rolling stock away elsewhere overnight for occasions like this?

13 trains from Hammersmith sidings.
Also;
2 come from Triangle sidings
2 from Ealing Common depot
1 from Neasden depot
1 from Edgware Road siding.
Which is enough to operate the normal Circle Line service only

Central Line to Oxford Circus, Bakerloo to Paddington, this would be my preferred route at any time. TfL Journey Planner suggests a total of 18 minutes.

In the heat at the moment you might prefer the air conditioned Circle Line service, but Central to Lancaster Gate is the next simplest.

If the Circle line is operating then even if it is busier than normal I would still take it over any Central line route as the Central is almost always overcrowded and there is no air conditioning on it, at least there is on the Circle line even if is's busy.
