That would be down to the ORR rather than the government.

As I recall HT switched to 180s about halfway through a 10 year track access contract. At the time they were operating their service with three out of four, 4 car 222s after Crofton dropped one of the them leaving it out of service for a couple of years. This was impacting service reliability and they were using a Class 86 with LHCS between Kings Cross and Doncaster on a weekend to provide extra maintenance time for the remaining three 222s. The 180s became available from First Great Western and they could have 4 of them, bringing the fleet back up to the normal size. The 180s could also give a much needed increase capacity (being 5, rather than 4 coaches). At the same time Midland Mainline wanted extra 222s to operate Corby services. So it was convenient for all concerned and a deal was done. I understand that there was some questions asked within First Group over whether it was the right thing to do, however.
This sounds more plausible.

I do wonder how they were able to do that. They are an open access operator and should not be subject to the whim of government about stock provision.
The reality is, the network is owned by a company owned by the Government, and which is politically speaking controlled by the Government. So you can't just run whatever trains you want using whatever stock you want. It's not like the "good old days" before 1948 (or even 1923!).

More fun and games tonight, the 1848 KGX-HUL has been cancelled due to a fault with the train, 30 mins after it's reported as fully reserved! Curiously the unit has now departed Kings Cross on an ECS to Grantham where the service is apparently going to be restarted. Looks like passengers are being sent on the 2030 according to Journey check, which presumably will be fun! What is going on?

Interesting I was on that up from Donny and we were 8 late there and made up some time until Grantham where we picked up a lot of refugees from EMT and were full and standing into Kings Cross where we were also 8 late.

Really!? Where have you been? I’m not even interested in the mechanics of trains, but I could tell you that various posters have put it down to shoddy maintenance and care from HT and the depot they are serviced at, transmission because it was new and the undercarriage because everything was fitted so closely together as CAF had little experience for units such as these.
180s are Alstom, not CAF. They, like 175s, were also cost-cut specified builds, with below-solebar packaging less-than-optimal (positioning / angle of components) and the bodies made from poor quality steel. The difference is, from what I understand, that the 175s had modifications to make them more reliable, but the 180s didn't.

I thought both the FGW and HT 180s had reliability modifications, when they were refurbished into the the Dynamic lines livery
