Off topic but, SPT’s sole remaining strategic function is ‘bus stops’. Hopefully they’ll get real powers back under the new Transport Bill and create a real network where contemporary revenue collection technology can flourish.

What I do think will happen is a nationwide roll-out of contactless payments on public transport. This could replace a significant amount of OV-chipkaart transactions. Trials are already underway, so it wouldn't surprise me if a nationwide roll-out is possibly by 2023 (it might involve replacing a lot of readers in buses though).

Beyond that, I still think we're going to need that plastic card. Having everything based on "an online account" (as the minister is proposing) sounds nice on paper, but is quite a challenge from a technical point of view. I doubt that they'll figure all of that out in 3.5 years.

Yes, there are all kinds of issues that need to be resolved before they can completely phase out conventional plastic smartcards. In particular, they would have to make sure that contactless credit and debit cards from every country in the world will work on their system, otherwise some foreign tourists would be stuck with no means of paying their fare.
