Is there any time restrictions traveling on a off peak return between Newport to Lowestoft to going via kings cross Cambridge Norwich

Yes, as stated above you are restricted between Newport & London but there are no restrictions between London and Lowestoft.

This applies in both directions

Just in case it isn't clear, the human-readable time restrictions on the linked BR Fares page are identical to those on the linked NRE page; the BR Fares ones are simply formatted differently in an attempt to be easier on the eye to read.

BR Fares sources it from National Rail Enquiries! There is even a little "Powered by National Rail Enquiries" logo at the bottom of that page, to satisify the licensing requirements... :)
