is there any way of getting up close to the yards around Crewe to read off numbers of locos stored/parked on the yards with out travelling on the trains that pass the depots/yards in the Crewe area?

I doubt it. Not without trespassing.

I never found one.

Though I should add that my knowledge is about 30 years out of date!

Crewe south yard is a no go without trespass.
Basford until a fortnight ago did tours for railway societies, but, the organiser has now retired. The farm with the public foot path to the boundary fence is gone, but, ther is an access road that looks like it will become a new entrance for the staff building at the south of the yard. That may get a few numbers on the yard.
Crewe Diesel end of platforms 1 and 12 and passing trains.
LNWR passing trains on the Stoke route and WCML as far as I'm aware.
Crewe Electric passing trains on the Chester route. Also the road outside and the industrial estate at the east end of the yard.

Rarely much visible from the Stoke route.
You pass the DRS depot on the Crewe to Nantwich / Shrewsbury line.
Some locos / units visible from WCML between Crewe & Stafford, but vegetation is getting to be an increasing problem for viewing parts of Basford Hall Yard from the WCML.

Sorry forgot DRS at Gresty road, but you can walk up to the gate to see some of the stock stabled there.
