Why don't TFL / Surrey / Berkshire Council promote public transport to areas just out of London

The reason why I write is the environmental factors. I know surrey has hoards of money as I have a friend that was telling me how badly finances are managed. If you look at council tax rates and bands esp in areas like Runnymede there is a surplus of cash.
You are talking of a tiny area look at places like Guildford ,Aldershot and Fleet you will get a better understanding. Surrey is struggling for cash like every council .Council tax rates are generally higher in the south due to the cost of living .

The M.P. for Runnymede (a Mr P.Hammond) could always ask for a sub from the Chancellor (a Mr P.Hammond.)

Because TfL are in a word, skint. And even if they weren't, why should I, a London taxpayer fund what would in essence be tourist buses?
In a nutshell that's correct. TfL are required to operate their cross-boundary services to the first major location. After that it's up to the relevant local authorities to contribute.

There's a crisis in adult social care, which is a statutory provision by local authorities. Supported local bus services are not a statutory provision. Any additional money raised by councils is therefore going to go towards social care, and rightly so. I'm sure that those in the relevant council public transport teams, some of whom I know professionally, will be interested to learn that they're awash with cash! :)

TFL should be including non london services on their site more giving more information about cross border services and the fares (as they vary to normal London fares). I have also suggested to TFL for them to perhaps work with Ticketer to try and get the Ticketer machines to accept Oyster as a form of payment for the cross border operators. Many of which run 'Oyster Match' within Greater London. It's only fair that they offer these operators a chance to accept Oyster. This then gives them a chance to get more passengers (For example West Molesey has TFL 411 but also has every half hour 461 from Falcon Buses. Those with an Oyster Card generally won't carry cash to get the first bus which comes, they will simply wait for a TFL bus. It's so drilled into people that you need an Oyster to travel on buses, these cross border operators should have the chance to accept them.
TFL is just a bunch of monkeys though so I wouldn't bet on them doing anything to promote any service.

Surrey I think does well with their buses. They do show all TFL routes timetables and it shows them on the maps.

There's also the TfL-operated 405 route from Croydon to Redhill, though I'm not sure I'd describe the latter place as an 'attraction'...

The ironic thing about Surrey County Council is that, for the moment, it's not actually based in Surrey but in Greater London - in Kingston-upon-Thames. However, I understand that SCC plan to move their HQ to Woking in the next few years.

They begin their move to Woking early next year, with County Hall in Kingston to be sold.

There are actually a number of cross border bus services in Kingston and Epsom area, some are TfL (216, 293, 406, 411, 418, 465, K3 etc)

Surrey also has some subsided services into these big towns, although some are commercial. Many have received new buses due to TFLs Ultra low emission zone for buses, coaches and trucks from October next year

Probably because of the strange geographic boundaries, goes back about 50 years when Epsom, Ewell, Esher didn’t become London boroughs but Kingston and Surbiton did (as a combined Kingston). Pretty obvious when you look at map. Of course the M25 (which didn’t exist then) would be more sensible boundary nowadays

A more sensible boundary for what? The M25 isn't at anything like a constant distance from central London due to it being a combination of two orbital roads originally planned. It isn't a natural boundary for anything.

Is there anyone who still matches TfL bus fares?

Several bus operators used to take TfL tickets but have dropped the agreements, presumably because they weren't profitable.
Oyster doesn't have provision to charge different fares on different bus operators.

When I lived in South Buckinghamshire, the South Buckinghamshire council offices were in Slough and the Slough council offices were in South Buckinghamshire.

A number of the operators that won former Abellio Surrey tenders still offer ‘Oyster Match’ fares on presentation of an Oyster card. The only one I’m not sure about is Stagecoach on their 715 - the others all either publish full fare tables or at least make mention on their websites.

458 Kingston to Staines - valid between Kingston and Esher (Hallmark)

461 Kingston to Addlestone - valid between Kingston and Hampton Court (Falcon & Hallmark)

513 Kingston to Downside - valid between Kingston and Esher (Reptons)

514 Kingston to Addlestone - valid between Kingston and Thames Ditton (Falcon)

515 Kingston to Addlestone - valid between Kingston and Esher (Falcon)

555 Heathrow to Whiteley Village - valid between Heathrow and Ashford (Hallmark)

Are paper Travelcards valid on non-TfL cross-boundary routes within Greater London?

At home or at the pub
Hertfordshire you have the Intalink explorer[although no longer valid on 724 Maple Cross to Heathrow section] south of the Thames you have discovery ticket, otherwise it's up to the operator to issue there own day tickets

They used to be on operators who were happy to accept the reimbursement level TfL offered. The last I know of to drop acceptance was the 84 South of Potters Bar - the Intalink Explorer is now accepted on the whole route.

And some short sections of the M25 are within London.

Where will the new County Hall / Shire Hall be in Woking and will this move see some Surrey County Council and TfL co-operation fall wayside?

Looking at Berkshire, I still think that it needs a Passenger Transport Executive / Combined Authority and have it working with TfL in a similar stance to that found in both West Yorkshire and South Yorkshire. Rather than as it is at the moment with various councils having to deal with public transport issues, look at Crossrail / Elizabeth Line heading west to Reading and you see what I mean.

Thanks for this. I live in Ashford and had no idea about the 'Oyster Match' fare. Presumably you have to pay the £1.60 in Cash?

Not a problem. It’s sold as a regular ticket, so any payment method the operator accepts is fine. Falcon and Hallmark both accept contactless payment, but I’m not sure if Reptons do.

A building called Midas House, opposite the Yamaha dealership on Goldsworth Road (alongside the railway line, between the town centre and Morrisons supermarket).

I thought the Oyster Match was just the normal fare to try and keep things simple, not 1 fare for Oyster card holders and another fare for non card holders. That is a bit naughty and not very good for encouraging bus usage.

UnoBus offers fares of £1.50 adult single or £1.10 child single within London. London day tickets are priced at £4 and £3 respectively.

I caught the 555 from CBS to Sunbury this Summer and by the time we left Stanwell out of the 20 odd passengers on board roughly half were using the Oyster match fare to travel to various points CBS and Ashford. As an aside with Hallmark, on my trip I was using the Surrey CC Acorn ticket, £7 for the day. I saw on the bus a Hallmark day ticket was £8. Is this a ticket that should have been discontinued after Acorn was introduced?
