Insufficient ticketing facilities

I’m on a journey today and I found the attached interesting

it’s 1120 am at a railway station in rural Warwickshire.

The ticket office is closed and there is one ticket machine on the platform.

The train due into the platform is 1-2 mins away.

The person at the front is struggling to get a ticket.

I’m guessing that some will either miss the train or travel ticketless and may find themselves appearing in the disputes forum.

I wonder how common this is outside of London where I rarely see this vision.

If it occurs at all, and anyone is consequently penalised (and I'm sure it does) then it's too common.
As with (as described elsewhere) stations with a sole TVM (and nothiong else) on the other platform, which is only accessible via a level crossing that may be closed for a prolonged period, Or any other justifiable cause for not pre-buying.

There is a clause for too long waiting time for buying tickets, discussed at Dispute Forum. You may go and take a look there.

Yes, but to what extent is a (perhaps inexperienced) traveller expected to gather evidence (such as that photo) in order to justify their lack of ticket - to avoid (at best) having to pay penal fare of some sort and then haggle afterwards with customer services and so on?

If it's more than "to no extent" then I refer back to my first sentence in my above post.
